Above 60 means serious category chaos that blocks reporting and AI adoption. 40–60 = fixable. Below 40 = healthy.
Vague categories ('Other', 'General', 'Unknown') make reporting worthless and are the first blocker for AI classification. They therefore weigh 40% of the total score.
